Is anyone familiar with the actual rates of permitting vs. mitigation for NC isolated wetlands? Pre and post SWANCC? Were small isolated wetlands mitigated for pre-SWANCC? If so, would it have been within a larger bank project rather than replacing smaller wetlands?

Ducks Unlimited rated NC strong on state regulations to compensate for the federal SWANCC effect. Were they implemented?

Bottom line is I'm trying to gauge the state's ability/willingness to protect amphibian habitat.
