Considering how surface water is treated out west this really does not surprise me.

The article is about how rain water is owned by someone else. That has been a water rights law for many years. The regulators are stuck trying to enforce this stupid law. Hopefully states will start to change those laws to become more reasonable.

Then the article devolved to the “government-is-taking-over-everything” hysteria.
