I stumbled onto this forum not too long ago. It's actually pretty good. Regulator's will even post to the questions. Wish we could have that kind of involvement here.

The Natural Environment forum has the most topics related to wetlands and permitting. It is geared toward FHA, but could be useful. The archaeology section may be informative too.

That is a good forum but it's geared to NEPA-related review of disciplines.
