I am putting together a presentation for a group of engineering students and am looking for a History of COE Wetland Regulations. I have found several list of the web, but they stop at 2001. In general, I am trying to find out how many times in the last 2o++ years what the Corps Regulates has changed.

Judy: The Supreme Court gives a very brief and concise discussion of the early history of Corps Regulatory Rules in the SWANCC decision.

The following breakdown is created largely from memory, so it may not be complete.

In the past 20+ years, the Corps Regulatory Program has only issued entirely new regulations once, in 1986, which is the version that the Corps is currently using. Since 1986 the regulations have been revised several times: in 1993, 1998, and 2001 to address the "Tulloch Rule" (excavation) among other things; and in 2002 to redefine the definition of "Fill Material".

The Corps Regulatory Program wrote its first set of Regulations in 1974 and re-wrote them again in 1977 (they were re-written for the 3rd and last time in 1986 - see above).

The Nationwide Permits were issued, reissued or modified nine times over the history of the program: 1977, 1982, 1984, 1986, 1991, 1996, 2000, 2002, and 2007.

I hope others will correct any errors I may have made.
